Administrators
The PCF is directly under the Vatican and the Catholic Bishops' Conference of the Philippines (CBCP).
As a Pontifical institution, the PCF is under the auspices of the Congregation for Catholic Education. It is this Dicastery (or Department that assists the Holy Father) that directly appoints the PCF Rector, from among the names submitted by the CBCP President.
The CBCP in turn has an Episcopal Commission on the PCF. The CBCP President appoints the Vice-Rector/Procurator and the Spiritual Director, who, along with the Rector, form the Collegio's group of Administrators.
Fr. Gregory Ramon D. Gaston, STD (Rector)
Fr. Greg is a priest of the Archdiocese of Manila. A native of Silay City, Negros Occidental, he studied at the Philippine Science High School and the University of the Philippines (BS Zoology and two years Medicine proper) before deciding to become a priest. The late Jaime L. Cardinal Sin sent him for seminary formation to Pamplona, Spain, and to do the Licentiate and Doctorate in Moral Theology at the Angelicum in Rome. He served in Manila as assistant parish priest, seminary formator and in other assignments, and as an Official at the Pontifical Council for the Family of the Vatican.
Msgr. Wilfredo E. Andrey, SSL (Vice-Rector and Procurator)
Msgr. Willy hails from the Diocese of Gumaca in Quezon. He entered the Minor (High School) Seminary of Our Lady of Mt. Carmel in Sariaya, Quezon, then proceeded to the regional seminaries of St. Francis of Sales in Lipa (Philosophy) and St. Alfonsus in Lucena (Theology), and later on earned his Licentiate degree in Sacred Scriptures from the Biblicum in Rome. He received several assignments, as professor, Secretary to the Bishop, parish priest of the Cathedral, Chancellor, etc. He served as PCF's Spiritual Director in February 2008, and received his present appointment in July 2010.
Fr. Domingo M. Salonga, STL (Spiritual Director)
Fr. Memeng grew up in Bulacan. Having received his priestly vocation early in life, he studied in the Minor (High School) Seminary in Guadalupe, Makati, and continued through the rest of his seminary formation at San Carlos Seminary (Makati) and San Jose Seminary (Ateneo de Manila University). He also finished a Licentiate degree in Church History at the Fribourg University in Switzerland. He was assigned to different posts in the Diocese of Malolos, as pastor, seminary formator, school director, spiritual director, adviser to different organizations, and as preacher of seminars, retreats and recollections in the Philippines and abroad.
